A. If you are coming from another country (USA, Canada, Europe etc.) to Mexico you will need a passport to enter into Mexico at the airport/border/ you will also need to fill out a visa form before you enter which they will check with your passport at immigration when you arrive in the country.
For cruise passengers stopping in Mahahual, if your cruise starts and ends in the U.S. (a "closed-loop cruise"), a passport may not be required, but it is strongly recommended in case of emergencies or unexpected travel changes.
